Overview: The English Learner Programs and Student Achievement Department oversees and works directly with site and district leadership to support the implementation of instructional programs, interventions and assessments specific to identifying and monitoring the progress of English learners (ELs) in acquiring English, reclassifying as fluent English proficient and keeping up with their grade level peers with rigorous academic content. This includes the creation and monitoring of curricular pathways and continuums to support ELs throughout the various stages of their English language proficiency development: Newcomer, continuing English Learner and identifying Long term English Learners and reclassified ELs (RFEPs) in need of instructional interventions. The EL services personnel work in collaboration with teaching and learning curriculum and program specialists to provide professional development to support successful implementation of programs and instructional strategies to support ELs. The department also oversees the Federal Program Monitoring (FPM), Ethnic Studies, Native American parent engagement.
Student Achievement: The Student Achievement branch of the department deals specifically with the programs supported through Title I, Title III, and Title IV categorical funding. This includes working directly with sites in providing support and guidance in the annual creation, monitoring and updating of their School Plan for Student Achievement (SPSA), and all related Title I legal documents. Student achievement provides essential support in guiding sites in understanding the appropriate use of Title I funds as supplemental to the core instructional program to close the achievement gap for these students. Additional responsibilities include providing training for and monitoring of the legal and compliant administration of site and district level organizations and documentation associated with categorical funding: School Site Councils (SSC), English Learner Advisory Committees (ELAC), District Advisory Council (DAC), District English Learner Advisory Council (DELAC) and Non-Public Schools. The CALNew Grant FACE Liaisons (2) will be supporting Immigrant, Migrant, Refugees, Native american and Critical Population. families district-wide.
Dual Language/World Languages: This branch of the department works to support the effective implementation of the curricular programs, instructional pathways and assessments associated with the district’s Dual Language Immersion Program (DLIP), World Language Program and state Seal of Biliteracy.
Migrant Education: The Migrant Education program works to provide direct support to identified Migrant Education students and their parents to which meet the unique needs and provide supplementary support to close the achievement gap for these students. Services include providing parent education programs PAC, extended learning programs,Migrant Ed Preschool as well as additional counseling support.
Translation Services: This branch of the department provides accurate and precise oral and written translation services in Spanish and Vietnamese for all formal district communications to parents and the community, including official policies, procedures and documents.
Registration & Testing Center: The testing center provides initial language proficiency testing for incoming TK/kindergarten students as well as incoming 1st through 12th grade potential English learners arriving at our district from out of the state or out of the country whose Home Language Survey indicates a language other than English.
CalNEW Grant: The California Newcomer Education and Well-being (CALNew) will provide supplemental resources to significant population of socioeconomically disadvantaged English Learner pupils such as refugees, unaccompanied undocumented minors, and immigrant families. The goal is to provide academic performance, linguistically and culturally responsive support.
