District Safety Officers

  • District Safety Officer – Role and Mission

The primary responsibility of a Santa Ana Unified School District Police Department District Safety Officer (DSO) is to promote and maintain a safe, secure, orderly, and welcoming educational environment for students, staff, families, and visitors. DSOs are an integral component of the District’s overall school safety program and provide a highly visible safety presence at school campuses, District facilities, athletic events, extracurricular activities, and other assigned locations.

DSOs serve on the front line of prevention, intervention, observation, communication, and response. Their role extends beyond traditional security functions and emphasizes proactive campus engagement, positive relationships with students and staff, early identification of safety concerns, de-escalation, emergency response, and coordination with school administrators and School Police personnel.

The DSO mission can be summarized through the following principles:

Prevention – DSOs maintain a proactive and highly visible presence throughout their assigned campuses. Regular patrols, situational awareness, positive student engagement, monitoring of facilities and access points, and early intervention help deter misconduct, identify potential hazards, reduce opportunities for crime or disorder, and address developing concerns before they escalate.

Student Safety and Engagement – DSOs work directly with students throughout the school day and are expected to establish professional and positive relationships while maintaining appropriate boundaries. They supervise student activity, assist with behavioral and safety concerns, support administrators during incidents, help prevent and de-escalate conflicts, and provide a recognizable safety resource for students who need assistance. California's required school-security curriculum specifically addresses positive contacts, mentoring, ethical conduct, conflict resolution, and the dynamics of student behavior as components of professional school security.

Observation and Situational Awareness – DSOs continuously monitor their environment for unsafe conditions, suspicious activity, behavioral concerns, unauthorized persons, developing conflicts, and other circumstances that may affect campus safety. Effective observation allows DSOs to recognize concerns early, take appropriate action within the scope of their duties, and communicate relevant information to School Police, administrators or other appropriate personnel.

Communication and Reporting – Effective communication is fundamental to the DSO position. DSOs utilize District radio systems, communicate with School Police Dispatch, coordinate with site administration and other DSOs, and provide timely information during routine and emergency incidents. They are also responsible for accurately documenting incidents, observations, hazards, and actions taken.

Response and De-escalation – When incidents occur, DSOs are expected to respond promptly, assess the circumstances, communicate effectively, and take appropriate action consistent with their training, Department and District policy, and assigned responsibilities. This may include separating students involved in altercations, dispersing unruly gatherings, assisting with discipline-related incidents, protecting students and staff, coordinating additional School Police resources, and providing first aid or other immediate assistance when necessary.

Emergency Preparedness and Response – DSOs play an important role in school emergency preparedness. Their duties include supporting emergency procedures and evacuations, responding to hazards and emergencies, maintaining radio communications, assisting administrators and first responders, and helping maintain the safety and accountability of students and staff during critical incidents.

Campus and Facility Security – DSOs patrol buildings, grounds, parking areas, and the immediate campus environment; monitor access and visitors; identify and report hazards; assist in preventing vandalism, theft, trespassing, and other inappropriate or illegal activity; secure facilities as directed; and provide safety and security support during District events and activities.

Traffic and Parking Safety – DSOs may perform authorized traffic and parking-related functions within the scope of their duties and training, including monitoring school traffic areas, assisting with safe vehicle and pedestrian movement on District property, and supporting established parking and access-control procedures.

    Training and Professional Standards

District Safety Officers are expected to maintain the training, certifications, and professional competencies necessary to safely perform their assigned duties. DSO job requirements include PC 832 (Laws of Arrest), qualifying school-security training, First Aid, and CPR, along with knowledge of applicable Education Code provisions, juvenile-related Penal Code provisions, health and safety regulations, radio communications, search and seizure, investigative techniques, drugs, gangs, and self-protection.

California's school-security training curriculum further includes the role and responsibilities of school security officers, laws and liability, security awareness in the educational environment, mediation and conflict resolution, disasters and emergencies, and the dynamics of student behavior. The state curriculum specifically incorporates the principles of Prevent, Observe and Report while recognizing the unique responsibilities associated with providing safety services in an educational environment.

Ultimately, the effectiveness of a District Safety Officer is not measured solely by responding to incidents after they occur. The DSO's greatest contribution is often found in visibility, prevention, communication, relationships, sound judgment, preparedness, and early intervention. Through these responsibilities, DSOs serve as an essential component of the Santa Ana Unified School District's commitment to providing safe and supportive learning environments where students can focus on their education and staff can perform their duties with confidence.
